【範文】 Taiwan is currently facing an unprecedented demographic shift, characterized by a plummeting birth rate and a rapidly aging population. Consequently, formulating an effective and forward-looking immigration policy has become imperative to sustain the nation's economic momentum. However, the government encounters several inherent challenges in this policy-making process, primarily revolving around the delicate balance among economic demands, human rights protection, social cohesion, and national security. The foremost challenge lies in harmonizing economic necessities with the fundamental human rights of migrant workers. Taiwan heavily relies on transnational labor to mitigate severe shortages in the manufacturing, construction, and long-term care sectors. Nevertheless, policy-makers often struggle to dismantle exploitative practices embedded in the existing brokerage system and to guarantee equitable labor conditions. Crafting a policy that satisfies industries' thirst for a workforce while strictly upholding international human rights standards—and ensuring equal protection under the law—remains a daunting task.
