Tens of thousands of foreign nationals, particularly migrant workers, choose to remain illegally primarily due to economic pressures and systemic flaws. Burdened by exorbitant broker fees and sometimes facing abusive working conditions, many abscond to seek higher-paying, unregulated employment in the underground economy. Identifying these undocumented individuals for deportation poses immense challenges for the National Immigration Agency (NIA). Overstayers typically blend seamlessly into the informal sector, working clandestinely in agriculture, construction, or domestic care. Furthermore, their constant fear of arrest and deportation drives them into hiding. They avoid public services and law enforcement entirely, making them practically invisible to authorities and highly vulnerable to exploitation by unscrupulous employers.
